中华人民共和国政府和坦桑尼亚联合共和国政府，本着进一步发展两国之间友好关系和加强两国之间领事关系的共同愿望，根据《中华人民共和国香港特别行政区基本法》第一百五十七条，就坦桑尼亚联合共和国在中华人民共和国香港特别行政区设立名誉领事馆事达成协议如下：第一条中华人民共和国政府同意坦桑尼亚联合共和国政府在中华人民共和国香港特别行政区设立名誉领事馆，领区为香港特别行政区。中华人民共和国政府于一九九九年十二月二十日对澳门恢复行使主权后，领区亦包括中华人民共和国澳门特别行政区。此前，经澳葡政府同意，坦桑尼亚联合共和国驻香港特别行政区名誉领事馆可兼管澳门领事事务。第二条坦桑尼亚联合共和国驻中华人民共和国香港特别行政区名誉领事应在一九六三年四月二十四日《维也纳领事关系公约》和中华人民共和国有关法律和规定的范围内执行领事职务。第三条中华人民共和国政府根据《维也纳领事关系公约》以及中华人民共和国有关法律和规定，为坦桑尼亚联合共和国驻中华人民共和国香港特别行政区名誉领事馆执行领事职务提供必要的协助和便利。第四条双方将本着友好协商的精神，根据《维也纳领事关系公约》和国际惯例，妥善处理两国间的领事问题。第五条坦桑尼亚联合共和国驻香港特别行政区名誉领事可以是缔约双方公民或第三国公民，但不得是无国籍者，且必须是中华人民共和国香港特别行政区永久性居民。第六条坦桑尼亚联合共和国向中华人民共和国香港特别行政区委派职业领事后不得再委派名誉领事。第七条本协定自签字之日起生效。本协定于一九九八年四月八日在北京签订，一式两份，每份都用中文和英文写成，两种文本同等作准。中华人民共和国坦桑尼亚联合共和国政府代表政府代表杨洁篪agreementbetweenthegovernmentofthepeople'srepublicofchinaandthegovernmentoftheunitedrepublicoftanzaniaontheestablish-mentofanhonoraryconsulatebytheunitedrepublicoftanzaniainthehongkongspecialadministrativeregionofthepeople'srepublicofchinathegovernmentofthepeople'srepublicofchinaandthegovernmentoftheunitedrepublicoftanzania,outofthecommondesiretofurtherdevelopthefriendlyrelationsandenhancetheconsulartiesbetweenthetwocountries,andinaccordancewitharticle157ofthebasiclawofthehongkongspecialadministrativeregionofthepeople'srepublicofchina,havereachedthefollowingagreementontheestablishmentbytheunitedrepublicoftanzaniaofanhonoraryconsulateinthehongkongspecialadministrativeregionofthepeople'srepublicofchina:articleonethegovernmentofthepeople'srepublicofchinaagreestotheestablishmentbythegovernmentoftheunitedrepublicoftanzaniaofanhonoraryconsulateinthehongkongspecialadministrativeregionofthepeople'srepublicofchina,withthehongkongspecialadministrativeregionasitsconsulardistrict.theconsulardistrictwillalsoincludethemacaospecialadministrativeregionofthepeople'srepublicofchinaafterthegovernmentofthepeople'srepublicofchinaresumetheexerciseofsovereigntyovermacao.andbeforethat,withtheconsentoftheportuguesemacaogovernment,thehonoraryconsulateoftheunitedrepublicoftanzaniamaylookaftertheconsularaffairsrelatedtomacao.articletwothehonoraryconsuloftheunitedrepublicoftanzaniainthehongkongspecialadministrativeregionofthepeople'srepublicofchinashallexercisetheconsularfunctionsinaccordancewiththeviennaconventiononconsularrelationsof24april,1963andtherelevantlawsandregulationsofthepeople'srepublicofchina.articlethreethegovernmentofthepeople'srepublicofchina,inaccordancewithitsrelevantlawsandregulations,shallaccordthenecessaryassistanceandfacilitiestothehonoraryconsuloftheunitedrepublicoftanzaniainthehongkongspecialadministrativeregionofthepeople'srepublicofchinaintheexerciseoftheconsularfunctions.articlefourthetwosidesshallproperlyhandleconsularmattersbetweentheminthespiritoffriendlyconsultation,andinaccordancewiththeviennaconventiononconsularrelationsandinternationalpractice.articlefivethehonoraryconsuloftheunitedrepublicoftanzaniainthehongkongspecialadministrativeregionofthepeople'srepublicofchinashallbeanationalofeithersideorathirdcountry;butnotastatelessperson,andmustbeapermanentresidentofthehongkongspecialadministrativeregionofthepeople'srepublicofchina.articlesixtheunitedrepublicoftanzaniashallnotappointanyhonoraryconsul,onceithasappointedacareerconsultothehongkongspecialadministrativeregionofthepeople'srepublicofchina.articleseventhepresentagreementshallenterintoforceonthedateofsignature.doneinbeijingon8april,1998induplicateinthechineseandenglishlanguages,bothtextsbeingequallyauthentic.forthegovernmentofforthegovernmentofthepeople'srepublicoftheunitedrepublicofchinatanzania
