Scammed usd 3500 around
My company registered in Hong kong. Aug 1st week I have entered a deal with a freight forwarder in Foshan(Guangdong Province) to ship my goods to my cusomter in USA by air. According to that my both suppliers delivered the goods at their warehouse in another area of same foshan. total goods value and freigh charges paid are nearly USD 3500. Now I came to know they are scammers. They dont have a proper invoice, no receipt given for freight charges paid. after i asked they are giving invoice blurred, fake invoice. They dont want to disclose their address and hiding. They given fake fedex tracking numbr said fedex lost. after then they says UPS lost..In their website they mentioned they have a office in Hong kong. But there is no such company in this said address .Then I went to meet their office at foshan along with chinese mediators / interpretors. becuase i dont speak mandarin.. after then they agreed to pay only RMB8000. After then now they say they pay part amount remaining part amount will pay by 8 instalments..They are playing with me that i dont know mandarin and i couldnt do claim or anything ..Kindly guide me how to approach to get my claim also if possible get compensation..
Kindly guide me with english version and appraoch any department who attned my case in english.. I have all proper documents evidence with me... their fake invoice ,fake tracking number, fake airway bill, whatsapp communication..etc.

Do not accept “RMB 8,000 now + 8 installments” unless you already have a signed, legally enforceable settlement that preserves your full claim.
Why:
RMB 8,000 is far below USD 3,500 goods + freight (roughly RMB 25k+).
Installments with no collateral, no penalty, no interest, and no admission of liability are just a stalling tactic.
Once you “agree,” they’ll use your acceptance to say the dispute is “settled” and weaken your fraud/civil case.
If you already verbally accepted, send a follow-up message:
I accepted your proposal only as a discussion, not a final settlement. I do not waive my full claim for goods, freight charges, damages, and legal costs. Any payment received will be treated as partial payment toward the full debt unless you sign a written agreement admitting liability and paying the full amount.
Keep everything in writing (WhatsApp/WeChat/email).

1、速向佛山公安报案，交合同、聊天记录、假发票假运单，请求诈骗立案。
2、向市场监管部门投诉无照经营、虚假宣传。
3、同步起诉并申请财产保全，勿轻信分期，要求书面还款协议。
